The structure of Pelocoetes minima resembles a worm, without distinct divisions into scaphus, physa, and capitulum. Stinging warts are not present, but the nematocysts in the epidermis are grouped, creating small stinging spots. The parietal muscles are not well-developed. The acontia are slender and long, with each macroneme having one. There are many tentacles, typically 48, organized into four cycles: 6+6+12+24, with the last cycle situated near the oral disc.
